A legal notice has been served to Harleen Kaur, District Magistrate of South East Delhi, for “arbitrarily” sealing Hazrat Nizamuddin village as a containment zone for more than 65 days despite lack of COVID-19 cases.
The notice by President of the Hazrat Nizamuddin Village Residents Welfare Association (RWA) Yusuf Khan through Advocate Mehmood Pracha states that heavy police and CRPF in the area have “terrorized the Muslim youth of the area”.
The notice states that the South East Delhi DM, “in pursuance of a deep-rooted conspiracy to defame the Muslim community without any justified reason”, has targeted the area and declared it as a containment zone since March 30.

The notice avers that these containment restrictions have impaired the daily livelihood of people, leaving them on the verge of “starvation” and “destruction of their lives.”
It is further stated that the residents of the Nizamuddin village are termed as “Corona spreaders” and are “socially boycotted”. This is taking a toll on their livelihood while adding to their mental, emotional and financial trauma.
The notice states that this is the only case where a specific community of 20,000 people has been cut off from the society, whereas in other areas even if a positive case is found, only the building or the street is sealed.
The notice further urges the DM to show evidence that warrants sealing, failing which the area should be “de-sealed.”
