Unlock-1, The guidelines for phased reopening outside containment areas issued by the Home Ministry are as follows:
Religious Places/Malls/Restaurants – Phase I
All religious places, Hotels, Restaurants, Shopping Malls, Hospitality Services to open from June 8 except in containment zones.
Educational Institutions – Phase II
Schools, colleges, educational institutions will be opened after consultation with State and UTs. A decision to reopen these institutions will be taken in July after feedback of consultation with stakeholders is received.
The Ministry of Health and Family Welfare (MoHFW) will prepare SOPs for the same in consultation with the Departments concerned and other stakeholders.
International travel/Cinema Halls/Metro/Public Places – Phase III
The decision on opening of international airlines, cinema halls, metros and public places like gyms, parks, theatres, assembly halls and similar places will be taken based on assessment of the situation.
Night Curfew
The night curfew has been changed to 9 pm to 5 am instead of 7 pm to 7 am.
Lockdown limited to Containment Zone
The Lockdown is only limited to the containment zone till June 30. These containment zones will be demarcated by District Authorities and there will be only essential activities allowed in these zones. States and UTs can identify buffer zones where new cases are likely to come up and impose restrictions as they deem fit
States and Union Territories are at liberty to impose restrictions on certain activities even outside of containment zone if the same is considered necessary.
Unrestricted movement of persons and goods
There is no restriction on inter-State and intra-State movement of people as well as that of goods and no special permits will be required to undertake such movement. However, the States and UTs are at liberty to regulate such movement in the interest of health of the people and such regulation, if adopted, will have to be given wide publicity in advance.
The rescue, relief, repatriation of stranded people will continue as per the Standard Operating Procedure (SOP) issued. This will include the movement of citizens within the country through Shramik trains and buses and repatriation of foreign nationals from India and bringing back stranded Indians from overseas.
Vulnerable class of citizens and Aarogya Setu
Vulnerable class of citizens are advised to stay indoors.
District authorities and employers expected to urge and advise people to install Arogya Setu App on compatible mobile phones to facilitate identification of risk and help with contact tracing.Large gatherings still remain prohibited and the cap of fifty people for marriage functions and twenty people for funerals has been retained.
