The Centre for Public Health Law of National Law University, Odisha in association with the Public Health Foundation of India (PHFI) is conducting the “1st NLUO PHFI Public Health Law National Moot Court Competition” from June 25 to 27, 2021.

ABOUT NLUO

National Law University Odisha (NLUO) was established in the year 2009 by Act IV of 2008 of the State of Odisha. NLUO is an unparalleled addition to the Indian national law universities. Located in Cuttack, a city dating back to over a thousand years, it boasts a rich legal heritage with the seat of Orissa High Court situated here. It is, thus, no surprise that some of the finest lawyers and judges, including two of the former 02 Chief Justices of India, trace their roots back to this city. Within a short period, NLUO has made its mark as a university engaged in teaching and research in law. It aims at imparting world-class education with relevance to the practical world. NLUO has made a name for itself by earning laurels with the excellent performance of its students in various tournaments and competitions, especially in moot court competitions. The stunning performance of the University in some of the most reputed international moot court competitions like Oxford Price Media Law Moot, Philip C. Jessup International Law Moot, Ian Fletcher International Insolvency Law Moot, etc. stand as a testament to it. NLUO has also excelled in the national mooting arena by winning some of the most prestigious national moots like the 11th and 12th editions of the NUJS-HSF Corporate Law Moot Court Competition, 9th P.N. Bhagwati International Moot Court Competition 2019, 4th B.P. Saraf National Tax Law Moot Court Competition 2018 and many more. With similar enthusiasm, the university has been successfully organizing its flagship moot “International Maritime Arbitration Moot (IMAM)” for seven consecutive years to attract some of the brightest minds and honing their advocacy skills in the thriving fields of maritime law and arbitration.

ABOUT THE CENTRE FOR PUBLIC HEALTH LAW (NLUO)

To advance focused research in the specific domains of law, National Law University Odisha, Cuttack has come out with dedicated research centres including on public health. The Centre for Public Health Law has been established with an aim to inquire into the paradigm of legal entitlements of people under the right to health and strategize the use of law to promote health equity. In advocating measures for improving the health of the people, we emphasise that public health policies must respect human rights and civil liberties. The Centre provides guidance to government and non-government organisations on matters of health policy and ensures its compatibility with the fundamental rights regime under the Indian Constitution.


ABOUT PUBLIC HEALTH FOUNDATION OF INDIA (PHFI)

The Public Health Foundation of India (PHFI) is a public-private initiative that has collaboratively evolved through consultations with multiple constituencies including Indian and international academia, state and central governments, multi & bi-lateral agencies and civil society groups. PHFI is a response to redress the limited institutional capacity in India for strengthening training, research and policy development in the area of Public Health.Structured as an independent foundation, PHFI adopts a broad, integrative approach to public health, tailoring its endeavours to Indian conditions and bearing relevance to countries facing similar challenges and concerns. The PHFI focuses on broad dimensions of public health that encompass promotive, preventive and therapeutic services, many of which are frequently lost sight of in policy planning as well as in popular understanding. The Prime Minister of India, Dr Manmohan Singh, launched PHFI on March 28, 2006, at New Delhi. PHFI recognizes the fact that meeting the shortfall of health professionals are imperative to a sustained and holistic response to the public health concerns in the country which in turn requires health care to be addressed not only from the scientific perspective of what works but also from the social perspective of, who needs it the most.


ABOUT  1ST NLUO PHFI PUBLIC HEALTH LAW NATIONAL MOOT COURT COMPETITION

National Law University Odisha, Cuttack takes pride in pioneering the development and teaching of ‘Public Health Law’ as a specialised course in India. We are the perhaps the only Indian University that offers a streamlined study of ‘Public Health Law’ as aseminar course,away from the shadow of Constitutional Law, Medicine and Law and Bioethics. While the Covid-19 pandemic has put a spotlight on just the subject there is a need for broader engagement with administrators, academicians, lawyers, law students across the country to critically analyse the role of law in making health a realizable goal and ensuring distributive fairness in the allocation of critical health infrastructure. What better way to do it and cudgel the young minds than a moot. So with an aim to expand our reach to law students across the country and make them think and research about various nitty-grittys of byzantine legal rules and principles that form the bedrock of public health apparatus we are organising this Moot. The purpose of this moot is to armor budding lawyers with research skills and arguments on the tensions between civil liberties and the State’s coercive powers in the wake of vaccine policy.

REGISTRATION FOR NLUO PHFI PUBLIC HEALTH LAW NATIONAL MOOT COURT COMPETITION

All students enrolled in a three (3) year LL.B. programme or a five (5) year LL.B. programme shall be eligible to participate in the Competition. However, only one team per institution shall be eligible to participate. Students enrolled in post-graduate or diploma courses are not eligible to participate.

Each team shall register for the competition by duly filling the Google Form [https://forms.gle/6hrJPo191p9N7UtS7] before 25th May 2021 (11:59 P.M. IST).

All participants will be presented with E-Certificates of Participation and all the winners of awards will be presented with E-Certificates of Merit and a cash prize in addition to E-Certificates of Participation.
